Since 1995, the Webster Health and Education Network (WHEN) has been a driving force behind youth substance use prevention in our town. With over 150 active members and a national Drug-Free Communities grant, WHEN has spent decades bringing together schools, law enforcement, healthcare providers, parents, and students to promote a safer, healthier Webster.

In 2018, WHEN became a CADCA-recognized coalition and rebranded as WHEN: A Drug Free Community Coalition (WHEN:DFCC). Their mission: delay, decrease, and prevent drug and alcohol use among Webster youth.

Backed by research and community engagement, WHEN creates powerful campaigns, hosts expert forums, and trains residents in overdose prevention—while giving students platforms to advocate for their own futures.

Youth Engagement
Initiatives like the #BeVapeFree video contest give students a voice in promoting healthy living.

WHEN hosts events and creates public awareness campaigns on the dangers of drugs and alcohol.

Informative content, like videos shown at school open houses, helps parents stay in the know.
Policy Advocacy
WHEN supports local legislation to reduce youth access to harmful substances (e.g., Tobacco 21).

Crisis Training
WHEN partners with public health experts to provide free Naloxone (Narcan) training to prevent overdose deaths.
